As of 2025,
West Virginia is the only US state to lack a law in this regard. I'm certain this will change soon with all that peer pressure.
Mexico varies by state. Some states have laws against bestiality and others do not. On the good side, this coincides with a drastic improvement in animal welfare in Mexico and the decision to make dog fighting a felony across the entire country. The World Animal Protection Index actually has Mexico rated higher than the USA in terms of animal welfare.
I do not know anything about Mexican legal history and whether these recent zoophilia bans have been enforced or challenged.
Several South American countries such as
Chile, Brazil, and
Columbia do not have any relevant laws on the books. I am happy to note here that
Columbia in particular has really improved in terms of animal welfare.
Spain, contrary to popular misconception, has not repealed bestiality laws. They still intend to prosecute all cases of bestiality, however they distinguish between harmful and harmless acts and punish accordingly. (Has there ever been an example of a blanket ban on bestiality being repealed?)
Russia does not have any laws in this regard and did not have any animal welfare legislation until 2018. As of 2025, pets are provided with legal protection but there is no provision for animal welfare in research, farming, breeding, and animal sheltering.
Germany does currently have a ban in place, but there is a cultural push to change this law, with a couple of challenges against it over the years.
Japan technically does not have laws against bestiality, but their complex obscenity laws may make this a moot point.
Some nations do not prohibit bestiality as the result of not having
any animal welfare laws. These include
Vietnam, China, Angola, Congo, and
Iran (the lowest rated country in the world on the Animal Protection Index). Other nations in this list ostensibly have laws, but these laws are mostly unenforced.
The European Union passed animal welfare laws in the 1980s for its member countries, but this does not include zoophilia.
