Just because a state or country doesn't have a law that explicitly states "don't fuck an animal" doesn't mean you wont get arrested and end up in jail. Most places have laws that are really nebulous that can cover whatever they want it to cover. Example, tying a dog up and having a dozen people have sex with it even if the dog is unhappy is "an act of beastiality" but anyone with a soul would recognize that it's a horrible thing to do and is a matter of animal welfare. While this is sad and infuriating, it does stand to reason that locations like this would be less likely to care if someone is intimate with their pets. Even if someone is honest and transparent about their relationship preferences, county animal control may not have the resources or authority to investigate.
