Short of being a billionaire and being able to buy yourself out of any trouble, try finding an owner here who lives at or near a location where you'd like to vacation and is willing to share his or her companion. Become friends. Establish trust. Then take a vacation when you know your owner friend and his or her canine companion will be home and available and hope it goes well. Ideally it would be in a country where there are fewer and less serious legal consequences for having dog-sex.

That should be relatively safe, although not as safe as having your own dog and just taking a vacation.

In the English speaking world basically none. Basically illegal everywhere. There are some rumors of places where you might find underground brothels. You have to remember that most people consider zoophila a perversion the same as pedophila.

Your only real option is to make friends with someone who is into the lifestyle, and build up a relationship where they might let you play.
