I have plenty of emergency funds saved up for just in case. With owning an older home I never know when I'll run into issues. Or if I'll need it for car issues. Or if I'll need it for medical emergencies for both myself or my doggos. I could go out and pay for riding lessons easily, but I'd rather not compromise my safety net.

You mean in terms of utilities or just in general?
Unfortunately the issue is funding. Many towns and cities in the U.S. are using power grids from the 60s/70s/80s/90s. It's cheaper to just spot repair it when something breaks rather than replace every component and overhaul it. Most of the time that's not in the cities budget.
I think I see the problem. Why would that be funded on the city level? It's really more of a state thing.
