Realistically, unless you have a friend or relative who keeps horses, that's going to be the only way to learn.I mean, if I really wanted to I could pay for riding lessons, but I'd rather save the money and spend it on my doggy girls.

I think I see the problem. Why would that be funded on the city level? It's really more of a state thing.Unfortunately the issue is funding. Many towns and cities in the U.S. are using power grids from the 60s/70s/80s/90s. It's cheaper to just spot repair it when something breaks rather than replace every component and overhaul it. Most of the time that's not in the cities budget.
