Many times they mistakenly come to this conclusion, but no, no legal.
Between 1990 and 2009, Hungary was really a powerhouse in the production of animal porn, a lot of porn films (commercial shit) were made here.
The production of these films was banned in 2009. The restrictions started already in 2005. And there is no brothel either, there never was. A few people gathered at the filming location of the porn film, but only a narrow circle of friends. And that too has been over since 2009.
Civil/home sexual relations, zoophilia and bestiality, have been banned since 2013.

The whole animal protection law has zoophilia at the beginning. 8/B. §28
As you can see, it is not very long and not detailed, they are determined by other laws, zoophilia is not a separate law, but an addition to other misdemeanor. e.g. walking without a leash or letting a dog out on the street etc... Images, videos, websites and conversations with animal sex content can still be viewed legally, but physical sex is not. Nor masturbation, nor cum licking etc.
According to the category of the legislation, it is not a crime, only a misdemeanor, therefore it is not the responsibility of the police, but of the local city mayor.
The current fine is a warning in mild cases, or usually ~two months' average salary in money. In more serious cases, confiscation of the animal, prohibition from keeping animals for 2-8 years. In the most serious case, if the animal also suffered an injury, 1-3 years in prison.
Direct and clear evidence, such as a photo or video, in which both the animal and the person can be easily recognized, is required to prosecute the violation.
Since the introduction of the law 10 years ago, we know of 4-5 cases every year where someone failed with this, in all cases only a warning or a fine was imposed.
So the laws are lenient, but not legal!
