Is there activity with the female dogs only when they are in heat or can it be at any time?

It depends a lot on the individual. Some girls are horny all the time, some only while in heat, and some never want anything to do with sex at all.
Sorry there isn't a more direct answer.
They talk about it a lot in the How to's
Apparently, it's ok all the time for most dogs but there is a special timing during heat where they are way more horny.
Depends on the dog of course but in general its ok all the time. (Excepted first 18 months)
