As a guy, I don't like this either. However, it's not the picture per se I don't like, but the attitude that goes along with it. As somebody else here said, some women also use pictures of their breasts or genitalia. But in the majority (although not all) of the male profiles that do this, the person seems to have an aggressive and entitled attitude. I agree that the picture and the attitude impart a negative reaction on the part of most viewers who don't belong to the same group.
As for why this is, I put it down to a certain cultural upbringing that lacks subtlety and an awareness of others. In some cases it probably works right away—attracting the attention of the kind of person who is not put off by it. (And, in fact, maybe that's the point.) But when it doesn't work right away, and I suspect that's most of the time, it will never work at all; in fact, it will cause an immediate negative reaction that's difficult to counter.
I've used the avatar that I do here on many different sites over many years. I don't provide a picture of myself for obvious reasons, but I also want to use something that's somewhat unique and artistic. (It's a painting by Gil Bruvel.) While I might be turned on by the subject matter on this site, and while I might want to gain the attention of some women who frequent this site, I have my own sensibilities—and putting genitalia into my avatar would run counter to that.
When looking at the avatars of women, am I hypocritically interested in those with female genitalia? Sometimes, if I'm honest. But most of the time I find that I'm more intrigued by unique and non-sexual avatars. More than that, however, I look to the content of the person's posts and of their biographies. If they have nothing interesting to say, then I generally ignore them. I'm always disappointed by empty biographies—regardless of the avatar.
As you say in your original post, what some people want to do is fine for them. It's just not for me.

I really cant imagine sending someone I barely know an unsolicited dick pic. I've had women I work with tell me it happens to them frequently and I just don't get it.
Any relationships I've had with women there had to be something there, a spark, before that happened. The conversation would lead itself there naturally and there would be pictures sent both ways and fun was had on both sides.
I think some men do this as a sort of casting out a "net" if you will. Chances are they sent that pic to many women and if even just one responds positivly then that's a win for them.
No amount of fussing or anything will ever change this though, at least in my opinion.

If 12% of sugar babies are male it is very likely that 88% are female. Your statement is just not true. Reading more than the headline helps.

Sadly men are the ones who post these profiles.While this is a valid concern, please also notice the number of vaginal, ass and breast related profile pics put up by women. This is by no means a men only problem. Just like some men behave this way, some women behave this was as well.
A vagina can be an unbearably ugly picture looking like a piece of badly cut moldy, leaky ham. Some breasts are simply unwatchable due to their shape, color or a combination of those. And the same goes for whatever female body orifice/part you can see in profile pics on this forum.

I'm gonna disagree with a lot of teh "guys are just visual" sorta thing. Humans are all visual to some degree and while there are some chemical variation between teh sexes i don't think that's a "valid" one, at least to explain this. A large part of it this issue is what 420 said we have an easy of access to sexual content adding onto a host of other issues generally under teh umbrella of "toxic masculinity" and make no mistake if the internet or any sort of easily accessible service was in place 50 years ago there would still be guys thinking with their dicks solely. We are on a site that's about sex and sexuality and some folks that's all it is, for others it's just community and finding like minded folks and sex really isn't teh focus as much as teh sexuality part, and then there lots of us that it's both.
