What's up with the question marks after certain statements?

Sometimes I'll see comments under posts that are like "Thank you for the video ?" or "Those tits are huge ?"

They have a question mark and its usually with a space in between, and it's not just here that I've seen it.

Is it a foreign thing?

From what I can tell from, it's a bug with some of the emojis that people use on the sight. Something goes haywire and replaces them with question marks

Really? I've seen it on other forums, Reddit, Twitter, etc. so I just assumed it was some foreign spelling quirk

It's something to do with the forum no longer recognising or displaying certain emojis. I've seen some of my own comments from years ago where I distinctly remember adding laughing faces, for example, and now that same comment just has question marks instead.
