Probably nothing. Your dog maybe just a little uncertain of what to do since you are not a dog too. You just need more time and work with him and he will probably come around.

Also, you can play a bit with your own fluids to stimulate him a by by scents, and jerking him off a bit then stopping, so he'll figure it out.
