That was proven inaccurate years ago.
The first year covers the largest growth period. Then the second covers a little less, then a little less.
It's never been 1=7, that was just how lazy people did it

AVMA goes by
Year 1 = ~ 15 years for a medium dog
Year 2 = ~ an additional 9 years.
After that 1 year to approx 5 human years is the standard.
So shall we say, about 18 months?

You could, but you also can't equate a dog to a human in that way. The way a dog matures is very different from people.
Often times male dogs beging to become interested in procreation as early as 9 months, often around a year.
For females they often have a first heat around a year as well, but that can also not happen until 18-24 months, and then it's even recommended to wait for the second heat, as the first is a sensory overload already.
