If your dog has this problem, you maybe should give it more attention. Male dogs are cleanly, they usually take care of themselves by licking their genital. If there is something that looks like it shouldn't be there, it might be a sign of infection. Take a look at the forum, search a bit, or visit a vet if problem remains, to get a propper treatment for him.

If it's fresh and whitish or slightly yellowish, it's normal and I don't mind it during a BJ. There should only be a small amount of it. It normally has a slightly "doggy" smell / taste. You'll sometimes see it after a nap, but they will lick it away or it will rinse out when they pee. Pups and neutered boys should have a light coating of clear stuff.

If it's greenish and there's a lot of it (i.e. dripping or running), not good. That's often a bacterial infection. Also, pinkish or brownish and dry and pasty, often with a fishy smell, could be yeast or fungus. (I know, TMI. But if it's your dog, knowing when something's not right is helpful.)

Animals pretty much clean their nether regions by licking the areas. I know most humans can't bend that much. That's what arms are for.

If there's 'smegma' on the dog's dick it's probably puss from a bacterial infection. Could it also be a fungus or a yeast infection? I don't know anything about those 2. You should ask someone knowledgeable like the veterinarian.

Can’t agree fully. Boars have a ‘pouch’ on the tip of his skin fold, that hides and protects his penis.
I read that there can be a lot of smegma, and it can smell bad.
A boar is not able to clean himself there, only way is to ‘flush’ with urine.
