Well, the thing about a reset was a technical evaluation for the case that it a) gets so severe that the server processes are affected - something that might be hard to do with a mere join flood - and b) the database is absolutely cluttered with entries after restarting. I don't know how much that is, it might be good for tens of thousends or even millions of those unproductive accounts. Operationally that was not something any mod could handle manually as new accounts were created too rapidly. The chat stayed operational though, as joins get collapsed by the user interface and blocking messages could be deleted in time. I do not like being quoted like that btw as I like to take educated guesses that are my personal opinion as someone who knows how servers work in detail. Really thinking though that stuff gets into the realm of quantitative science though and would need applying math and operational parameters I don't know and much time though. In the end it got cleaned up pretty much the way I would have done if I have had those options.
