My personal opinion is if no one is unwillingly involved, like getting caught, then I think it’s completely fine. I’ve masturbated in my car several times in my schools parking lot and have also humped my back back in the bathroom before class when I was desperate
 
I'm for it, it's pretty exciting for me. If you mean outdoors in private, sure. Where you can be accidentally stumbled upon by people going about their business where they belong, absolutely not. There should never be a risk of someone accidentally stumbling across that as long as that person is where they belong.

In nature/very hidden areas I'm all for and have done on occasion. But yeah just straight out in public is no-go in my mind
