There are still countries recovering from the aftermath of ww2 to this day and that wasn't a nuclear holocaust... Romania had an underground city of heroin addicts because of ww2 and they only cleaned that up around 2014
I don't think you understand the gravity of nuclear warfare.... There are places where nothing can live, radios don't work long distance due to the interference from radiation, there's very very little clean water and the food situation isn't much better, lack of plants means most prey is dead and with humans being outnumbered we lose our place at the top of the food chain
People are manufacturing steel, fallout 4 has a steel forge that was taken over by raiders which leads to my other point of people taking eachothers shit.... Brotherhood of steel does not allow new members, they take technology and anything helpful from civilians and use it to build their own shit... The enclave killed anyone and everyone due to them being "impure" from radiation... And raiders will take people's shit and use it poorly because they're all tweaked out retards who look down on intelegence

There's plenty of stuff you just usually don't get to see it.... Vault city of the NCR and whatever the fuck the Legion have are apparently massive cities.... Dayglow has massive structures built by ghouls as they're the only ones who can withstand the radiation meaning they're safe from most human factions and half the creatures of the wasteland won't prey on them so they can band together safely and rebuild in the way you're describing without getting screwed over...
Also Seattle is apparently a full on city

Berlin is still affected quiet bad to the point some buildings still have bullet holes and bordered up windows and apparently people still live in bombed out buildings in Stalingrad.... There's actually quite alot of places where people still live in bombed out buildings from ww2, like they have tarps as makeshift walls and rooves

There is still damage from the war in Europe to the point people still live in bombed out buildings and shacks, that's with no radiation, that's with a large amount of people alive, that's without giant mutants or literal killing machines that were designed to hunt humans.... And you can't understand why people are having trouble rebuilding when there's barely anyone alive, you can't go into certain areas withought dying from radiation poisoning, you can't touch certain objects without dying from radiation poisoning, certain technology barely works because of the radiation on the air, the rain will sometimes burn off your fucking skin let alone any crops you're growing and things are literally hunting us for food because it's what they were designed to do...
