What is owner hopping and why is it looked down upon?

I keep seeing the term owner hopping on here, what is it? why is it looked down upon? Is it looked down upon?

Owner hopping is fooling around with a animal that while you might have permission to be around for whatever reason you don't have implicit permission to engage in sexual activities with. Such as dog walker, stablehands or simply looking after a pet for a friend/family member ect.

Owner hopping is basically using someones animal without the owner's permission or just behind their back. Sort of like fence hopping, but its when you were given trust to watch after their animals.
It could let the animal know its ok to be knotty, and then start to act different with the owner.

or can introduce health issues that the owner has no way to connect the problem to an action, leading to long delays in proper treatment and very high vet bills, to possible legal scrutiny

and if not diagnosed in time can lead to sterility or death of the animal, which for some commercial operating one leads to the other due to no longer being "productive"
