A dog will begin to cum pretty much as soon as the erection happens.
The first fraction is clear, the second fraction is milk colored and contains sperm and the last fraction is again clear.

Is he neutered?
Is there no liquid coming out of the penis? If so, then this might be a reason to visit a vet.
