How long does it take for a male dog's penis to get back to normal after a handjob?

The male dog in question is a border collie, 3-4 years old and unfixed
Highly variable, even when speaking of the same dog. "This time" it might be 5 minutes, next time, it might be 15 minutes, the time after that might be half an hour, possibly longer. There's simply no solid way to guess. Anything more than 10-15 minutes without being inside a bitch, and you'd better start thinking about wrapping it with a warm, wet rag to keep it moist and prevent the skin splitting/bleeding. By warm, I mean exactly that - just barely warm - NOT hot! Cold isn't likely to be appreciated, but better to err on the cool side than the hot side.

Be very careful, as it may be incredibly sensitive, even downright painful, and might cause him to snap at you. DO NOT RUB OR WIPE - just gently dribble barely warm water on it, and if he'll let you, wrap it in the cloth and leave him alone until he gets it back inside the sheath. If it's still out after an hour, call the vet for help - permanent injury is not impossible. If you have to try to explain the situation, you walked in on him as he was humping air, and "his thingy came out and got all big and looked bloody and wouldn't go back inside, and I finally called 'cause I was getting worried", or something basically similar.

Thanks for the info, are you aware how common it is for the penis not to go back to the sheath and stay outside? Or has it ever happened to you/someone you know?

Also, does keeping the knot inside the sheath change the time of the penis getting back to normal?

It's relatively rare, but far from unheard of. More often than not, REAL problems with it are the result of hair wrapping on the shaft, or the sheath itself partially "turning inside out" as he tries to get it back inside.

Also, does keeping the knot inside the sheath change the time of the penis getting back to normal?
Usually it means it'll be a shorter time to get everything "put away", but that's not guaranteed. Again, it's highly dependent on the dog.
 
Regular knotting outside the sheath and hanging there wagging/throbbing is normal. Sometimes the sheath turn inside out and catches that way or the penis dries out and catches by friction but the dog will get it back inside himself by licking and working his retractor muscle. I haven't seen other issues.

It's not a frequent/common thing, but it's also not unheard of.

My own experience has been that it varies by dog and not by time (unless affected by nearby heat bitches). I met dogs that will retract in 30 seconds from full knot, others than will have their full orgy all on their own, and in-between.

I believe that's basically what I said, just in different words. Any given dog might deflate and resheath in 5 minutes or less one time, but the next time, it might take him 10 minutes, or.... (etc)
I've never heard of this. Why can't the owner just clear any obstruction and pop it back inside? What would the vet do in an emergency? Also my dogs have never snapped at me out of pain before even at they got old and full of pains.

I've had more than a couple that were "stuck outside" go into "don't get anywhere near my junk or I'll take your hand off at the elbow if I can" mode. What a vet can do that "Joe Typical" can't is administer a sedative/anesthetic to allow the problem to be fixed without getting chewed into burger in the process.
 
sometimes minutes, sometimes literal seconds... the latter especially when there is some random commotion outside and he wants to check.
