Yep, will always be a problem. It increases cost and complexity to have redundant fail-over services to pick up the slack if your Cloudflare services are down. Only mission critical online services would spend the time and effort to do it. Shit that is just a temporary inconvenience to their customers will forgo such efforts and just wait for Cloudflare to fix it.
Those of us who check their DNS and VPN connections are aware of it. There were similar issues about 6 weeks ago. I'm a big fan of Cloudflare for providing free no-trace, no-log DNS for everyone. what Cloudflare provides is a significant privacy upgrade over the default Google/Microsoft service. In the meantime Quad9 is a good alternative.
