Dogs are usually tighter in heat so that wouldn't work. Mature enough and of breeding age is usually 2+ It's probably not possible.

If you aren't too large, it's possible after they have had a litter of pups. Otherwise you'll need lots of time and effort with no guareentees. I've had a few corgi experiences and I'm slightly larger than average, but I was heavily involved with dog showing, breeding and all that goes along with it when I was young.

I would think it is possible to do a female Corgi, given enough acclimatisation and gentle stretching over time.
A male Corgi erect penis is quite decently sized, so in theory she must be able to take him, so could you!
