Nope, catgirls and other kemono don't count as furry.
Typical furry characters is anthropomorphic as an animal having human characteristics. Catgirls work the other way, a human having animal characteristics.

No, not normally they are just considered their own thing, in fact a lot of furries I know actually hate nekos because they are "to human"

I'm fine with both, but definitely don't think they should count as full furries. That being said, I'm fine with everything on the scale posted above. ^^

experiance Being in the Fandom since 1975 pushes toward Catgirls being the first pets, just as other variants of pet play headspace are accepted as part of the fandom. Most are handlers and collared to a furry or to a pride. As the spectrum goes if a character is more antromorphsized and less human, it is furrier and Cat girls, cougars, panthers, and lionesses. All are akin to BDSM mistresses in the feminine role and BDSM masters in the male role. So, the addition of ears and collars means that they are owned or off limits to single furs unless they choose to interact with you as independent or because their owner has sent them to fetch you.

Using experience and a bit of anthropomorphism in art if -be applied directly to the same thing as a suit. Head only no paws costume -> Head paws - cosplay via sit-down chat includes partials, no legs, or footgear. (Props) Full body suits are considered immersive and full on Furry. (Can be considered a commercial or artistic creation of individual furry.) Realistic suit, 100% character and individualized (Realistic and you can thank Telephone for the definition on this level.)
There is another classification of Furry and this is the Feral and Quad-Runner Fursuiter, which is in full character and headspace.

When talking about full roleplay and original works, integration and a level of perfection are essential to being the character in the moment. Once you ace it, that part of you will grow quickly and be nurtured very well.
