Approximately what age is a male dog fully developed? When you know that his penis and balls are not going to get any bigger.

Age:
1. "Adolescence in dogs marks their sexual maturity, usually between 8 and 12 months."

2. "When Do Puppies Reach Sexual Maturity?
"The timing of sexual maturity is largely size- and breed-dependent. So, talk to your vet and breeder about your puppy. Sexual maturity in puppies typically begins to occur between 6-to-9 months of age, although certain giant breeds may not reach sexual maturity until they are older."

3. "Sexual Maturity. The onset of sexual maturity (puberty) is triggered by hormonal changes that lead to physical and behavioral changes. Generally speaking, puppies will start to mature sexually between 7 and 10 months of age."

The next one will be the canine genital surgery for which they will fight so that the dogs have as big a penis as possible.

Start 6-9 month
Full ~1.5 year or 1.5+
The size of the genitals usually does not increase beyond the start period.

Roughly dogs stop growing at about 8-12 months but their minds keep developing for roughly 18 months
