I.E : "We have declared it." "We won't have it." The people still used singular gendered pronouns to refer to their king/queen in third person.
They/them can be and has been used as singulars. It's used a hell of a lot online especially when you don't know someone.
ex:
"My friend is coming over."
"Oh, what's their name?"
"They go by Asher."
"Have you heard of this one youtuber? They're really cool."
Pets especially use they/them when the speaker doesn't know the gender to acknowledge their sentience, since it's harder to tell the gender of an animal without seeing their genitalia. I know we do a lot here, but most people don't look at cookies and knots all day. (tragic for them)
