Is there a way to keep the penis out from the sheath without having to hold it? I feel like I may have to insert it into my vagina at some point in case he won’t hump.

That's not how dogs work. Dogs don't "get erect" and stay erect like humans. They only come out when penetrating, it's the actual penetration that even pushes the sheath back. Being out of the sheath and vagina means painful drying of a mucosal membrane that needs to stay moist by the sheath.

Thank you everyone! I guess I had a perceived notion that it worked like a human penis. He has shown interest and tries to mount my girl dog, he likes to have oral performed on him and he seems to love all the attention.
