Sharing Pictures in Chat

It appears that some users are unable to send photos from their phone when they are chatting with someone. And some users can do it. Is this a phone setting or a website setting?

150 posts and above can send attachments, under 150 posts can not, being on a phone shouldn't have anything to do with it.
