Why new users not have option to rate post / thanks another users?
I know that bots can spamming all board with posts and new thread but i guess every new one user is on the very beginning big lurker and only looking and downloading content and will be nice that he have chance to thanks to users who give him content.

This is tied to the other limitations explained in the rules.
A like does not really do much, you can just simply say thank you in the thread.
