Public groups and chat IDs

Something needs to be done about chat IDs posted in groups that allow non-members to see but not reply to posts.

I've watching one of the recent 1 day login "sesh in my about" phishing spammers, and his online activty shows he's been viewing several public accessible group threads full of chat IDs. He's hoovering them up to be able to initiate contact.

Yes this is a problem. 1st groups should not be private at all which I think they are not anymore and then contacts in groups that can be publicly seen should not be allowed either.

@FloofyNewfie the group exception never made any sense since the posts are essentially public.
IDs should be forbidden everywhere except in private messages.
