Quick rules question for new user

Hey All, I just had a quick rules clarification question, not sure if this is the correct place for it so I can delete if needed.

The rules state "New accounts will be REQUIRED to make at minimum 10 forum posts in relevant sections (not fun and games) to gain access to the PM function."

Does this mean posting a Thread such as this, or commenting on forum posts?
