New male dog.

Okay I recently got a male rotwiller/ blue healer mix who is 2 years old and not fixed yet. I have tried to play with him a couple of times and not been successful. He seems to not want to play and as soon as i reach in that area he pushes my hands away and moves his body. My question is what can I do to make him more receptive to wanting to play?

No, you shouldn't force yourself on a dog, he just doesn't want to play. Best choice is building a bond with the dog and maybe he'd be open to it in the future.

Take it slow man - No wanking, no sucking nor trying to force him in any other way.
Try to give him subtle hints that you could be used as a bitch and eventually it will happen if he wants it.
