Limit the length and contents of signatures

I have come across several users who's post signature takes up half a screen with either an image or text. It is annoying to read through threads like that.

I know signatures can be turned off but that turns off all of them not just the annoying ones.
Can the admins limit the contents and length of the signature?

up to 10 lines
limit 1 image
text size has been restricted.
