Is Private Messaging disabled for new users?

I am trying to PM another user on here but I cant see a message option anywhere,
It seems like I am able to post on someones wall but not private message them does anyone know why the could be?

out of curiosity would i need to create threads or is replying to open threads sufficient? it would be nice to include this clarification in the rules or have a faq

Observation: What's this thread existing say about how many people don't bother to read the rules/restrictions/etc of a forum?
 
yeah I just read one of the new rules they have introduced, in order to reduce spam. People now need to have at least 10 posts in order to be able to send a private message
 
So is it ten of your own threads or ten replies? Because I got to the ten replies and I still was not seeing the option to PM anyone.

I guess getting to 11 was the magic number. Weird.

Very few read those. I would say almost no new signups read the rules, etc., resulting in countless threads such as this one, as well as lots of other problems.
