There are a number of threads on here (just click on the search button and put neuter in the shearch) about why neutering is not necessary unless health issues arise, in fact being desexed can actually cause some health issues to occur. Apart from anything else any operation has risks, so an operation to actually damage the dogs body seems a pretty silly thing to take those risks for. I had a happy healthy male dog for 14 years he was calm quiet and friendly to all humans and other 4 leggers alike, he had all his factory fitted equipment his entire life and it caused zero problems for him or me.

Basically though if you bring up the puppy right with love and lots of socialisation with other people and other dogs you really shouldn't see any of the problems often used as reasons for neutering.
Some breeders may require it, while others will simply offer a cash insentive as in if you provide proof the dog was neutered they will give you some money back on your purchase price. While others again won't have any neutering contract and they will not try to get you to neuter your dog. So it might just be a bit of research is required to find a breeder that doesn't have the requirement, but a lot probably comes down to where you live and what is normal for your country.
