Have you tried craigslist? There's usually quite a few dogs there. Puppies as well as adult dogs needing new homes. And you can just ask if the guy's been neutered yet, it's a standard question.

Adopting a Male Intact Dog
It’s hard to find any info on this, but for people who have or have had an intact male dog, how did you get it? Seems like no matter how you try to adopt, you get them after they’ve been neutered.

Craigs list or grocery store bulletin boards. Also getting a pup is best.
