When a dog connects with a willing female, they have sex, often in public view. If the female is a willing human, and the dog enjoys her as much as she enjoys him, a crime does not seem to have been committed. Just my humble opinion regardless of who else may be willingly involved. Forced encounters are viewed differently.
In those states best believe it not being legal or frowned upon only makes those who engage in it cum harder.

Most of the states you mentioned in your description is about the same as all 50... Obviously saying it out loud somewhere is frowned upon.
A few states are a bit crazy with it, like Minnesota. Apparently seeing a dead animal is bestiality? Well, the ones that pick up dead animals is obviously guilty...
The sentence for Michigan for example. Robbers get may be a year, but touching a dog gets you life in prison. Makes sense.
