whats the difference between "oops we cant find this profile" vs you cant click on them?

In the privacy area of your account you can restrict the information others see. I suppose that this would also be an oops-reason.

If you can't click their name and see their profile, it was deleted.

If you can click their profile, but there is the "can't find profile" message, they were banned.
